		<description>I&#039;d differ slightly -- maybe it&#039;s just semantics, I don&#039;t know. I&#039;d say it&#039;s not so much about whether your referral program is good or bad, as you said at the end, but more importantly about whether you manage people effectively. If people are passionate about your company and your mission, they&#039;ll naturally have the everyone-is-a-recruiter mindset. If they aren&#039;t passionate, they won&#039;t. Creating the right culture is more important than creating the right referral program.
